Evaluating the 2010 CT funding guidelines

Reissuing the Funding of Combined Transport

From 1998 until 2011, the Federal Government of Germany supported the construction and extension of terminals for combined transport (CT). After being involved significantly in creating and evaluating the expiring guidelines, HaCon’s consultants were commissioned with the evaluation and organization of the succeeding funding program. Within the framework of the report, HaCon examined the efficiency and effectivity of the expiring CT funding guidelines with regard to economical, ecological and fiscal aspects. In order to guarantee effective funding of combined transport, HaCon provided recommendations for political actions, e.g. concerning a differentiation of the funding according to the type of terminal, a stronger market orientation as well as an adjustment of the maximum funding rate.
